At last! The missing piece that justifies that apparently harsh sentence! I'm sure after reading this, no-one will ever question Cozy going straight to Tartarus ever again!

This was hilarious, I'll admit. Damn you, Cozy Glow, and your nefarious disregard for student privacy laws!

It's so reassuring when heinous criminals like Cozy are securely imprisoned as deserved. :twilightsmile:

...Though perhaps completely giving up on dream therapy was a mistake. Dreams are probably a powerful force, if they need Luna to patrol them...

Cozy could had heard about the grandfather somewhere else, there is no proof she got any info illegally, and we should also remember the use of 'Want It Need It' by Princess Twilight and the lack of punishment for her crime.

Perhaps she did hear of Grampa Gruff from elsewhere, but there is no proof that she did not get that info illegally. What's more, Sparkle is a special case, who, at that point, had saved Equestria from terrible fates no fewer than two times. Hence the leniency on Celestia's part. Not to mention that the root cause was a misunderstanding that was easily cleared up. A repeat of the situation will not occur with Sparkle. Can the same be said for Cozy Glow? In a word... No.

Innocent until proven guilty, if there is no proof she got it illegally then she can't be charged. No one managed to see her checking the files so they can't say that she managed to read them.

If saving the world give leniency, what about Counsellor Starlight? Cozy Glow was just misguided because headmare Twilight did not teach her correctly. She is just a young and very impresionable filly

"Impressionable"? By whom, exactly? Nopony in that school would have impressed upon her those insane views. Perhaps friendship is, in fact, power, but with great power comes great responsibility. Or insanity, I forget which... At any rate, was Cozy Glow misguided? Of course! Was it by the school? Perhaps. But what of the other students? Should they not be equally misguided? How many of them are en-route to Tartarus at this very moment? Nay, I feel that it was somepony else who is responsible for Cozy Glow's corruption. Perhaps her parents. As for Sparkle's mistakes, they are just that. Mistakes. You leave a stove on, you burn down half the neighborhood. Do you get arrested for arson? You accidentally load your party cannon with a cannonball instead of confetti, and... Well, hopefully you learn a lesson about shooting ponies with your party cannon point-blank. And if "everypony is equal", then the filly-shaped monster's apparent youth is a moot point, and she should join Tirek in Tartarus, because it's practically the same crime. Same crime, same punishment, as everypony is equal. Makes sense, does it not? And on that note, look at the scale of the referenced Want It, Need It incident, and the other incidents you just brought up. Each of these incidents affected a single town. This incident involves, if not the whole world, at the least an entire country. Not to say that I condone the use of spells such as the infamous "want it, need it" spell, but it does not compare to attempting to steal the magic from all of Equestria! ...Though that could have been helpful during the Want It, Need It incident...

You ask, Who could had let her go the bad way? I don't know... First she meet the cutie mark crusaders that destroy everything wherever they go, then there is Headmistress Twilight that in case she is tardy could very well destroy anything, or counsellor Starlight that tried to make a equal village and then change history and when she was not punished by that then decided to brainwash her friends. And when she was supposed learning friendship in class the god of chaos made her the slave of a grumpy griffon that could very well commented the thing she was supposed to discover in the files. No one could think of checking the mail from the biggest prisoner in Tartarus to a little filly? Is like leaving a porn book around and then ask yourself how did a kid learn about porn. She was just a poor little filly that could not get friends in the great friendship school until she was corrupted by others. Is true that the supposed crimes of other may be just 'mistakes' that only happened in the village but itself it's also a mistake, surely you can't think she knew 100% what was she doing, in a friendship school you don't learn runes or magic traps after all. If she is punished to Tartarus, then she should have the company of the other student of Celestia that tried to steal magic or Starlight Glimmer that tried to change the past, or Princess Luna almost unleashing a nightmare creature or wanting to make the night eternal, or Discord for betraying everypony to Tirek. If they can get unpunished surely Cozy could go unpunished, if everypony is equal she should not be punished just like the others had not been punished and there is also that THE BIGGEST CRIME is not stealing the magic, for that she was almost declared non-guilty... The big crime itself is supposedly reading files that there is no proof she read.

However it is a great way to show Twilight going Twilinanas in order to preserve order while adhering to policy. :)

I do like how it is her illicit use of personal information that pushed Cozy's sentence to Tartarus. It actually works for me as, personally, I feel an attempt to help a misguided filly would be in order. However a deep action, like the one in this story, would be the ultimate reason she ends up in Tartarus.

I worked in an insurance company and was frequently put through HIPAA, PHI, and related trainings to ensure I did not create a breach f information. Even the place I work at now is serious about personal information and it's a grocery store chain.

I certainly appreciate this story and am glad you found a way to show Twilight's ever-diligent adherence to the rules.

Thanks! I work for a university and the idea for the fic was actually inspired by having to renew my FERPA training recently. Twi especially would definitely take that kind of thing very seriously.

Sure, Cozy's the criminal for illegally accessing and using private student files, but...shouldn't Neighsay and Twilight also be in trouble for letting the files be so vulnerable? Twilight should have kept the files in a very secure location with very limited access; she didn't exactly do that. Neighsay would have gained access when he became Acting Headstallion, but the files were still left quite insecure.

I'm not familiar with FERPA at all, but I just think these two should also cop some punishment for leaving private files so vulnerable and easily-accessed for criminal deeds.

The thing is, as student records for students that are actively being taught, they would still need to be where they can be readily accessible by those with the permission and authority to access them as needed. Hence why they were located where they were to begin with. There would be a need for security, but not so much so that its difficult to access any of them at a moment's notice should there be an emergency, etc.

Besides, I'm not sure it would've mattered much even if Twilight had gone the extra mile with the security as described--Cozy Glow had gotten herself a role in the school's systems so deeply she either would've already have been granted at least some access already by Twilight prior to the events of School Raze, or would know already how to get herself such access from watching Twilight do it (e.g. if there was a key needed to unlock them, where to go to find said key, etc.). So I would argue the issue is less how the files were stored and more about who had been allowed any degree of access to them.

But these are "what-ifs" anyway--what's more important is that Twilight learns from the experience and takes step to not permit it happening again, and that the nefarious criminal responsible is properly punished and not allowed to commit these same heinous crimes again, which the fic covers both of quite nicely. :ajsmug:

9896267 i like it's story of your did you know i'm going try and make anime i want to ask you if i can use it in my anime in my story cozy does violates ferpa but in my anime she want to use it to make the young six her friends not smolder because she a dragon and if you know why she hates dragons some destroyed her Village and killed her mother so tell me what you think
