Its entirely possible they are in a dimension where life only evolved on their planet so till there is proof otherwise, its a theory.
I love the different point of view but the thing am worried about is how your going to be able to Pace the story right with alot of pov and is there going to be a main character or a main collection of characters that your going to focus on.

Not entirely no, it's generally going to be told semi like vignette of people actions and reactions to what's happening from the highest seats to the lowest
Some characters will be seen only once, others revisted several times through out the events as we get glimpses of what's happening across the country.
