My initial assumption would be that the transformation relies on the alignment of Sun, Earth, and Moon, probably couched in terms of wave phases or resonances. I'm picturing the Sun and Moon as radiant sources of some kind of magical energy, maybe with the Earth or its biosphere acting as a resonant cavity.
If the transformation requires some minimum threshold of RMS power (think Saiyans and Blutz waves), then a full moon would be the only geometry of the three bodies that produces a sufficiently coherent resonance. In such a model, assuming that the energies received from Sun and Moon are of the same type, being on the surface of the Moon would provide sufficient power to keep the werewolf transformed indefinitely.
If, on the other hand, the energies from Sun and Moon are distinct, and the transformation relies on a sufficient amount of both, the presence/absence of moonlight/sunlight above/below a certain threshold, and/or the effect of the Earth as a resonant cavity is to isolate and significantly amplify a specific part of the incident magical energies (analogous to the function of etalons or nonlinear crystals in lasers), then it's entirely possible for a werewolf outside of the Earth's biosphere to be unable to transform at all.
I just put waaaay too much thought into this, didn't I? Ah well, free science-adjacent worldbuilding if anyone wants it.

Funny enough, an old Flash game on Newgrounds.com called Moon Waltz had one of the different endings being your werewolf lands on the moon and is happily a wolf forever lol.
The sequel is never quite as good, eh?
