This is inspired by Thomas Paine's "Common Sense" and various historical, political, and philosophical speeches. I imagined that Starlight would have written a short treatise for her ardent followers to distribute among ponies across Equestria who would find it alluring or at least intriguing. It would be her mark of defiance against the establishment and the beginning point of the spread of her ideas before the foundation of Our Town. I would love any harsh criticisms or advice please.

Well, sug, it does capture the essence of a political treatise. That's good and bad, I suppose. It's what you were looking for, so well done there, but I can't say I enjoyed reading it. Political treatises are tough reads even when they're about real politics affecting real people. A dry academic work on fantasy politics sounds even less exciting. Sorry.
I think it would be a more satisfying read if it were written as sheer propaganda instead of biased academia. Lots of rhetorical low-blows directed at common ponies, silly anecdotes, fallacious arguments. That would give it more emotion, and changing the arguments to appeal to average ponies would make it more approachable for the average reader.
It would be a sillier bent, yes, but adding some comedy wouldn't be a bad thing. I think you'll need something more than political hash for readers to enjoy it properly.
