The Hugo Awards are given each year to honor the best writing in fantasy, science fiction, or horror. To quote from thehugoawards.org:
While the World Science Fiction Society sponsors the Hugos, they are not limited to sf. Works of fantasy or horror are eligible if the members of the Worldcon think they are eligible.
For many years, there's been a category of Best Fan Writer. To quote from the same web page,

This past Friday, there was a panel at Worldcon called "The State of Short Fiction". Its description said,
More than just the magazines, short fiction is in a golden age, found in the magazine, online, in anthologies, and chapbooks. The field's editors come together to talk about what they are seeing, and debate whether there is a short fiction renaissance.
The roving science fiction and fantasy convention known as Worldcon — home of the Hugo Awards, and attractant for a giant glob of professional SFF authors, creators, and fans — is in California this year! It’s been on my bucket list for a while, and I couldn’t pass up the chance to go when it was right in my backyard.
