The second part of the meme is because 4channers will often use symbols to create the "triforce" by using three triangles. The problem here is, a newb problem, of being unable to put the triangles in the right place to actually look like the triforce from Zelda.

If you re-arrange the letters in Pav Feira, you get "A Rap Five", which clearly is referencing Dr. Dre's old Hip Hop/Rap group N**gaz Wit Attitude. But more importantly, the name's first letters spell out N.W.A., which is one letter away from N.W.O., and everyone knows the Illuminati is tricky like that.
