It should be! I started working on it because of a specific premise I've always wanted to see more developed. In my headcanon, Cloudsdale has a distinct culture from the rest of Equestria due to geographic and racial isolation. While pegasai can (and do!) live in Ponyville, unicorns and earth ponies can't live in Cloudsdale. That makes it more homogeneous, more isolated, less industrial (no jobs that require unicorn magic!), and more mercantile (needs to trade with the ground for everything). It also has its own distinct traditions...
...like, say, the way a stallion proposes to a mare.

Everywhere else in this episode, she's either flying, being lifted, or in the parachute. One can only conclude that no one believes that Rarity can walk on clouds. While no one was paying attention to her, she seems to have forgotten and inadvertently shown us all that she can.

Maybe ponies with pegasus ancestry can walk on clouds. That would certainly avoid the non-pegasus-newborns-crashing-to-their-death problem. Maybe the mane6 are all changelings, along with all the other cloudwalking, cloudsitting non-pegasae. Maybe cloudfalling is a myth designed to keep the sky Pure. Maybe Twilight was lying about not being able to walk on clouds naturally. Maybe she just wanted to be sure that none of the others took a trip to the clouds without "proper" supervision.
