Just to clarify, the Alicorn Physiology perk means he gets 7 additional attribute points to spend, not a plus 7 to each stat. Ciaphas’s luck stat is still high, but it’s only 10, not 17.

Silly idea, but not one I’ll be planning on running with. The alicorns in this story are going to… differ slightly from the FO:E canon. Besides, Ciaphas is a natural-born alicorn, so it’s debatable if he’d even be able to procreate with the mutant alicorns of FO:E.
