There is no snow maker. The snow is crafted flake-by-flake using tools not unlike those a jeweler uses. We see it in the episode 'Sonic Rainboom'. As for one fan not being enough, since you brought up weather factory-grade equipment, how about one of the big turbine fans that make the wind tunnels. Just make sure to also install something to disrupt the current so the moving air gets spread out into the room instead of remaining a focused blast of air.
