ok when you have pollutants in the air they sometimes refer to the amount as PPM, Parts Per Million, so they might say "they have 0.01 PPM"

I think it’s a bit of a joke at the expense of the PLA.
Not that the PLA isn’t already a joke, as shown with everything the CCP touches the “People’s Liberation Army” doesn’t liberate anything, just oppresses them with such ruthlessness it makes the pentagon look like a hugbox by comparison. Those concentration camps in xinjiang are hardly liberated.
You would probably be surprised at what humans survive it’s more common than you think that someone survives multiple shots to the gut and chest depending on what they hit
