Two stories are told. One is about what led to the current events. The other is about Celestia's and Luna's reaction to it. Dependent on one another, but not the same.
Far from the best storytelling, but it gets the job done. At least, I think it does. Regardless, I will rather spend the time writing something new that isn't flawed from the get-go instead of trying to fix this.
