Starlight Glimmer loves rules and laws of all kinds. That would be the first thing anypony would tell you about her. It's almost the only thing she loves more then her marefriend Lightning Dust or equality for ponies. So of course when King Sombra returns and the only thing standing in his way is Starlight, and Lightning, Starlight will defeat him the only way she knows how. That is, with the power of bueracracy!

This reminds me when Astfgl, supreme devil in the Discworld, introduced burocracy as Hell´s main form of torment, with horrific and mind numbing results.

As of right now, one of the leaders of the Guild of Calamitous Intent: the people you have to register with to be a supervillain legally in that show. She knows all Guild bylaws inside and out and has no problem telling a person just how bad they screwed up. Should definitely check it out if you get a chance, one of Adult Swim's better shows.

Now, this is a good story. Well thought-out, good dialogue, in-character action, a plot that's fairly simple to follow, and a funny premise. You did good on this one!
Of course, it wouldn't be me if I were to just leave it at that, so I'll give you a couple of small things I noticed:
First, when Flash mentions Grogar's name. I could write this off as Starlight not knowing/remembering his name, but since you already told the reader what their name is, it does feel a wee bit redundant (when you told us his name, I assumed that the others all knew it, too). I'm not saying it's wrong, it's just something I noticed.
Also, be careful about directly addressing the reader like you did. It can work a few times, but overdoing it can bog the story down a little, and make it seem rather silly. It does work here, though, sort of.
All in all, this was a fine piece of work. Good job!
