Honestly I'd go with more contact, and try and further scope out the situation so the ponies know what they are getting into.
But if I have to choose among the bad choices, I'll go with 3. 4 would lead to 5 without the anonymity. 1 and 2 would both lead to ponies getting slaughtered. Government loves their messy clean up operations.

this story is really good and as it is the last little bit of silver it is special granted it is only a tiny bit related to the Silver story's.

As someone else noted, none of these seem like particularly good choices, but I will vote for #3.
Perhaps there is a somewhat sympathetic soldier, possibly an officer, that could be persuaded to keep an open mind. Barring that trying to sway the local population could have some effect, but honestly popular uprisings have not gone well in China in recent history.
Choices 1,2, and 5 seem suicidal, but on the other hoof if anyone could somehow make it humorous or even wildly successful, it would be Pinkie.

I honestly don't know. Spreading the plague would help them a lot, in a sense, but that's a bit... cruel. Even aiming for the soldiers at first, a lot of innocent might get infected anyway and turn into ponies against their will, and a lot of people are going to die, and those two things are not mutually exclusive.
1)
Would have Aiko been more powerful, I would have proposed 1. If she could teleport and make a shield able to resist bullets, she could have maybe done something and talk to them before being shot down, but she is clearly not, yet.
2)
If ponies tried to free themselves, there would be a lot of casualties, and unless Aiko organize a big riot in every horse camp they have, they wouldn't go very far after that. One camp would be a minor mishap.
3)
Same problem with the guard, even if they managed to convince them to free them, what would they do after that? They would have a bunch of ponies with them, that's all. (If it's to spread the infection, might as well do it directly with 5)

The main problem of convincing the people of the city is... convincing them. They are so afraid of the infection they would panic way too easily. Also, I feel like Chinese people have good reasons to be afraid to go against their government, and the army would be here way before there would be enough people to do anything against it.
The original plan was to try to stop the invasion or at least gathering intel, but it doesn't seem possible, and I don't like the idea of spreading the infection where a lot of innocent could be involved.
The best plan I can come up with right now, is to go back to the shore, and ask the seaponies to sink from below any military ship that may try to cross the water. Infection spreading, the seaponies are happy with more people converted, China only loses soldiers (no civil caught in the cross-fire), almost no risk for the ponies (go and try shooting them when they are under water) and Japan is safe.

I think the only option that would work here would be the diplomatic one, provided that they do so mentally rather than physically.
To be fair, even if Pinkie had deliberately went and infected everyone, it was Twilight's bungled spell that sent all that pony goo hurtling through the void. Not all blame rests on the haunches of the Pink One. You can't punish people for time travel anyway, because the best punishment is to prevent the harm in the first place (using time travel) and then you're the time police, punishing people for crimes they haven't done yet.
