ignoring the fact that all beverages have ranges of alcoholic content, there's also the question of quantities. A wine glass contains significantly less liquid than a tall one of beer. Also, most wine drinkers I know sip wine slowly over the course of an evening- I've seen people drink an entire bottle and not get hugely drunk because they drank it slowly enough. On the other hand, beer tends to go... well...

So yeah, wine could have double the content, but between faster consumption and larger quantities you'd still end up taking in more alcohol over the same time, particularly if you weren't used to beer and fell for the idea that the lower alcohol content meant it wouldn't make you as drunk.
