He's a guardian, his job is to protect Star Trail first and her parents second. However he does have leeway on how he does the protecting, so he isn't some buy the book security.

A year later the worldwide court of human rites changed it's name to the worldwide courts of organic rites and entered ponies into the same protected laws that keep all humans safe. Hurting or even killing ponies would carry the same sentences as if they were human.

Hex was mad, the guardian had killed his best men and now he was summoned to the big cheese. Hex was not a fearful man, he had done shit that no one could live through and survive with their mind intact. The elevator slows down and stops at the top floor.

For some reason, this line inspires me to quote a certain Edgar Allan Poe short story:
