This is an interesting Fluttershy, and it's interesting to see you take the play on trotting out the broken first, and the vindictive, and now with Rarity, the one whom has decided to make peace and own herself. It makes me wonder what happened to Fluttershy, and what new personality aspect will be revealed as a result.
So why is Fizzy Pop considered the worse monster? Just because he invented the serum? And didn't care who it was used on? Why isn't Elegant, who for all of the information revealed, seems to be the one who turned it into a fucked up brothel, considered the bigger monster? This is kinda like them going "So this guy invented this weapon, which this other person used on more than three thousand people." And their response is "My god, whoever made this weapon is a monster."
And my opinion of the Celestia in this story just dropped. Severely. It's like you expected the readers to share in the anger the characters feel because some of the mane six were affected, and not because of what these two OCs have actually done.
4798548 While fizzy may have invented it, may have had it used in a twisted, and horrific way. He is at least having the option to fix it, or die trying. No one else can. It comes down to this being an analogy to the Concentration Camp medical data that the allies recovered. There was so much done, horrifically so, and even though it could be used, its even known what is there. To use that data, is an affront from so many that its not considered in the slightest. Even though it could save lives, even though it could better lives.
Would you use the information found upon the deaths of three million individuals, give or take some amount if it meant others might be able to live in a theoretical situation? Celestia chose to fix the problem. Is it that she chose that makes you feel less about her? Is it that she has let slip what amounts to three thousand souls be used, abused, and then left at her doorstep like someone tossing a baby in a dumpster? Look to the perspective of someone who has just really been blindsided, to those that she actually cares about. And having failed them in every single way she could. Would you not be angry? Livid? With the kind of power, outside just the legal means you have?
Elegant, nothing has been said on her, throughout yes, what she did in the past tense. And what she tried to do, and even in flight. Its painfully obvious her role is going to be swift, short, and involve something painful and suffering for a set amount of time, before death is allowed to claim her. Its a foregone conclusion. She enabled the whole deal, yes, and is very much guilty when the heads finish rolling by the nature of this. So from this, is it remotely worth trying to deal with her from the narrative standpoint?
Overall, i get your response, i do. But the reason it feels like a disconnect is how you are approaching the story id wager. You are observing, id wager, not putting yourself in the roles of each as the words play out.

Yes, you use that information. Not using it only makes the entire situation worse, because that means those people suffered for nothing. I had no problem with Celestia using it.
I had a problem with Celestia hiding the truth from the world, and effectively erasing someone from existence to protect herself from any negative attention, when it seriously looks like this guy only MADE the thing, and it was Elegant that made over three thousand people suffer.

This is a story about tragedies. Amongst those tragedies are the ones that come long after the fact, when a person who ought to react better does not out of a feeling of powerlessness and anger. No one is immune to anger. No one is immune to grief. And Celestia is absolutely not an exception to any of those things above.
Elegant, to her eyes, was an enabler. None of what she did would have ever occurred if not for Fizzy. If Fizzy had not possessed a total and utter disregard for the consequences of his actions, nopony would have gotten hurt in the ways that they did. Elegant exploited the results of his work, but she did not create the potion nor did she put it into the hooves of those who did not know better.
Neither of them warned their victims of the possible consequences. Neither of them enacted any form of restraint. Both are monsters, but to Celestia, Fizzy is the source of this evil. Elegant merely joined in after the fact. He might not have spread it as far without her, but he undoubtedly would still have found test subjects. And would he have even been caught, if it had not been for the store front's existence betraying them?
Fizzy believed that his ends justified his means. Was he right? Wrong? I leave that judgement in the eyes of the reader. In Celestia's eyes, though, this simply places him beyond the pale.

4798651 She was hiding the truth to ferret out the nobles (who had the money and connections to cut and run) whom knew about this, and used them to get what they wanted out this place, sorry, misconstrued what you meant.
Phew, boy! This chapter packed a punch. Rarity is now a literal nightmare creature. It's delicious! Fluttershy doesn't seem that different, except near the end there. She seems to have developed some sort of mental command ability.
I was surprised to see Celestia making her decision about Fizzy Pop without consulting, at the least, Luna. I feel that something this big shouldn't be decided on alone. Even if she did get the opinions of a few others.
Er, I thought you already addressed them in this chapter? Rarity and Fluttershy won't help Twilight activate them, thus that plan is out the window. Seems pretty straight forward to me.

Erasing Fizzy's existence actually helps Fizzy in the long run. Do you have any idea how many ponies would demand his head on a platter if they knew he was being kept alive after all that happened? By sweeping him under the rug he can continue his research and there are no angry mobs at his doorstep.
But he didn't just make it. He administered it. Elegant didn't have a gun to his head forcing him to participate. He wanted to administer the drug so he could record the effects. Every victim was a toy to Elegant and a guinea pig to Fizzy. That's why Fizzy gets tagged a monster along with Elegant.
sorry vbut i feel i won't be satisfied by the explanation. this stoyr is overall itnersting but i feel yo ure seeking an overtly complicated reason to dismiss the elements and the tree.
also i do not understand how the elements could harm someone. the elements seek to restore balances from imbalances. hell the reason discord wsa not just killed by their power seems less them being incapable of doing it and more the elements somehow detecting his potential for positive change. to detect that in a chaos beast would require far more than sufficient subtlety to heal those are have been hurt like these poor souls. if they could heal nightmare moon, who was completely saturated in black magic, how could they not help these souls? though as i said, the elements are in the tree and the tree needs to stay whole.
the only other thing i could say is that fluttershy and rarity are probably not competent in making that decision. think about it. rarity has been possessed by dark magic twice in her life. if she is saying she wants to stay like this, it could only mean that she is being influenced once more. dark magic is so very dangerous because of its ability to subvert the mind of its user. thye likely were not able to understand exactly what was going to happen to them. fact it has changed them, seemingly irreversibly, and it is causing so much pain to others, seems to indicate that the magic is affecting theri perception. rarity has shown vulnerability to dark magic before, so why is anyone trusting that they are competent? and this magic has already shown that it does affect the minds of those who re under its influence. why isn';t anyone thinking that rarity and fluttershy are under the influence of the magic? their mouths might be saying they want yet it well could be somewhere in theri heads they are begging for help.
.......... yeah after rereading it how come no one is thinking that they are being influenced by the magic? discord not noitcing i can understand do to his nature, but not even luna is realizing this? theri behavior is so abberrant and their disregard for others definitely indicates that they are not themselves right now.
I can't tell if Rarity was being sarcastic about....corrupting innocents. Because if she isn't, then I'm really disgusted.

My personal theory at this point is that the potion that changed Rarity into the creature she is now also affected her point of view concerning herself and what she has become.
The potion didn't just change her physically, it altered her mental perception to accept the modifications to her being. We kinda saw this with Daisybloom. She manifested an alternate personality that literally told her that she liked what she is now and she should just have fun with it. It literally took Daisybloom years to come to a point where she could even attempt to escape what was happening to her.
Rarity and Fluttershy have only recently been changed. Honestly, five years down the road odds are high Rarity will be horrified at what she is. However, as for right now, she's on a powerful high induced by such a massive change in her life coupled with the potion itself.
4799361 not saying it is writing poorly just htinking that it is overcomplicating what can be simpler. besides the harmony theory stuff i always found far too complicated. i always thought the elemetns were of a gray area ultimately yet it is a force that seeks to keep balance between chaos and order. harmony seems to be represented more as something bretween than a form of order. now with the tree it is fairly certain some form of consciousness exists in the tree and the elements are its extension.
thoguh there is stilla certain amount of uncertainty with how a reaction can occur, we can be sure that the effect is to sustain balance, and everyone who has consumed that potion is in imbalance.
besides the tree could do other things to help in the situation. such as create a plant that can be used to create a cure for this chaos spreading plant.
4799460 discord himself is simply a creature of chaos, not chaos itself. he is nothing compared to harmony and its power and his only personal advantage is that it is complicated to access such a great power to begin with. the fact he is capable of being part of harmony shows that harmony is a gray area accepting of both sides of the coin yet also against them. think it is plausible the tree's power could be used against someone like celestia if they go too far as well.
basically harmony has two enemies, chaos unleashed and order's iron gripe. either siad can cause disorder, and it suppresses both sides till a balance between conflict and control is created. there is no stpping conflict yet conflict must be controlled, so a balance is the better path than surpression or anarchy. and a common theme of such a thing is that when light and dark is fused its power is greater than either side.
though the power of abstract things in equestria do need a medium to manifest the power. be it the tree and its elements for harmony, or individuals like discord with chaos and cadence with love.
......... wait a minute if the plant is poison joke then why don't they just create an altered variant of the cure zecora used? true it is distilled and enhanced but if there is a way to reverse the effects to begin with why don't they just figure out how to distill the cure into an equally enhanced state?
and why are you using the term discord as if it is a force tiself? discord is the name of a chaos beast not a force, and discord is less an elemental being and is more of a creature.......... the tree is obviously an elemental being..........
and its kinda obvious harmony is far more powerful if acitvating it at its true power can wipe away the power of 'discord' with ease.

I do find it compelling. Especially when we consider the following:
Rarity's sense of generosity is still alive. Only it's been twisted to match her new form. She still wants to give. Only what she is now handing out may not be the best for those involved.
It makes the whole tragedy that much richer. It also allows her to justify, to herself, that what she is now is the answer to her problems. She's no longer held down by her old, unrealistic, ideal. At the same time she can still be "herself" in that she is still "giving" freely like she used to and still has her true friends close to her.
Wins all around! Only...not.
Can't wait to hear Fluttershy's story.

This is a stupid question, but how come the title at the end alternates between "The Rise and Fall of the Case of the Century" and "The Case of the Century, and how it never came to be”?
I've also always wondered why people refer to Shining as Prince Armor when Twilight is, for the most part, Princess Twilight.
While I normally...do not like(understatement) Fluttershy's attitude, if what I think is correct this is far to much in the opposite direction. Rarity...so very twisted. I normally love characters being twisted around like this but...not this time. No, this time it kind of sickens me, but more so angers me. I wouldn't count either of them as mentally competent enough to even make the choice to use the Elements or not. I also, personally, wouldn't be their friend anymore. I can handle change just fine, what I can not, will not handle, is someone like what they have become. I do not enjoy even my friends to make DEMANDS of me, which is what Fluttershy is doing, its subtle, but it is there. And I can not STAND people who use sex, desire, and love to manipulate others like some sort of puppeteer. They can claim to be the same all they want, but the are not, they CAN NOT be when they go so against their own natures so strongly. Such things leave their mark on the very soul of a person(or pony in the case) you can deny it as strongly as you wish, but it does not change that fact. As for Celestia making a deal with Fizzy there, I can't say I fault her to much, oh I WANT to, I WANT to say she is wrong, is doing wrong, and should feel wrong for doing it. But I can't, because she would not be the first being in power to make a deal with the devil for what seems to be the greater good. She is also still a pony, she has faults, she will make good and bad judgement calls. There is no way at this point in the story to predict which one this will be.

I can understand not being controlled by those we consider our friends. However, I have to disagree with you as far as Fluttershy is concerned.
Rarity though; she's become a demon in physical form, and that I have problems with.
