Usually I don't like (not dislike) fictions in which the Enclave is portayed as "evil just because", but if their action will be explained/"justified" afterwards, then it'll be alright.
On the other hand, this is exactly the kind of action, I use in the background of my story.
The only thing I'm wondering about:
Why does the overmare bleed if she's killed by the enclave?
Energy weapons normally don't let somepony bleed.
