Heroes are made from legends and myth. Slaying evil, saving those who do serve it, and lending a hand to save and help. But what makes a hero, is different than saving lives.
The mark of shame was given to those that betrayed the covenant. The Mark was placed in the middle of the chest, Those that receive the mark are always executed shortly after with the exception of thel vadam and (presumably other arbiters.) After halo 2 the elites wore the mark of shame on their armor (not branded of course) as a sign of the arbiter.
