As stated before, the Riders' legacies have heavily impacted the culture of this world. Industries and institutions are often named or dedicated to the Riders they'd most align with, and more often than not their families will work in those fields in some capacity.
More often than not, Rider families will intermingle, and sometimes even become tied by marriage. When this happens, it can sometimes cause unexpected variances in their inherent Rider powers to manifest in any children they have, thus creating new powers entirely.
Tom's powers were assumed to be this at one point, being that his mother was a Decade and his father was a Den-O, but this turned out not to be the the case.
Additionally, sometimes children will be born without Rider power capacity. In this case, should they want Rider powers, certain therapies and procedures can be done to develop a Rider power. The Emu Hojo Memorial Hospital is the leader in Rider therapies of this nature.
