1: While teleportation makes lovely cover for the switch, it requires a specific amount of power held back for that specifically that can be affected by distance, stress (breaks focus), and interference (magic users would notice background elements the same way FM Transceivers pick up noise, especially if you use them to close to a natural iron plate, iron miners love that trick BTW, follow the noise like a compass straight to the good stuff).
2: Even with switch cost and cover dealt with, you have the bodies and memories. At face value, this is easy, but becomes complex as we dig into it.
2A: Memory swapping can be tied into the teleport using the same pods you'd be required to use to sustain the bodies anyway, making the mana reserve of the facility pay that price, plus making it a virtually instant switch. The state of being during teleportation separates data from matter anyway, so the function actually gets simplified here.
2B: The bodies themselves would need to be numbered and arranged in a fashion as to designate a 'next' by default, one that permits the complications of whatever system is chosen to be withdrawn X number of bodies ahead of the 'next to go'. Let's go with rune magic as the manner in which these bodies are kept physically fit while in pod and waiting, given the world and rules known. These specific runes would not be able to engage on freshly redeposited bodies until healed and at the rate Maximus was willing to trade out, assuming he traded with every teleport, he'd need to deactivate the runes 8-12 pods in advance, given such runes are responsible for synchronizing his exorcise with each body in storage with his active body. They'd need time to decouple or rip his clones to shreds in summoning.
2C: Nourishment! This is where it becomes an issue. How many bodies does he have, how efficient are his stasis pods, and is he feeding them on mana alone or supplementing a percentage of his daily diet to each one. How ever you do the math, he's using just magic or he's feeding an army just to fake being stronger than he really is. Even rounded down to 5% of the bodies typical requirements, that's 20 at most in storage for the food bills of one, and much lower than that, decay starts to set in to vital internal organs. Research was done on this for space exploration missions as well as preservation of key historical figures with known diseases (Course, everyone knows how cryotech turned out, right?). Even at minimum function, the human body needs 15-20% of the recommended minimums to survive. Most of this is due to internal organ function. Simple carbs and sugars take care of most of the higher energy requirements consisting of the remaining 80-85% plus what ever might be needed to help break down the unique fats in the diets you eat in your reign of the world, but that's getting into another topic altogether. (Fascinating, but still off topic)
2D: Speaking of pods, even if he built the pods himself and left everything automated, how is he ensuring a steady power supply? And what happens if said supply suddenly goes offline? Rune magic pods would require a mana crystal and an armies worth of said pods would require either a lot of crystals or a very BIG one. Lots of mana, very hard to hide. (I guess if you line the facility walls with anti-magic and stick a warp key just outside the wall like a lightning rod one might overlook, that might turn the trick.) Major issue remains that he wouldn't be able to gather that much power himself.

Some of your readers will be haters, I'm just overanalytical to the extreme (seriously, I have epileptic episodes over this), but keep to the heart of the story and screw the haters, everything will be fine.
