Scootaloo's page on the MLP Fan Labor Wiki is here. The reference is in the "Scootaloo's Family" section (fourth of five paragraphs) - it's the last reference there.

Loops 178 of MLP Time Loops is directly linked from reference at the end of the fifth paragraph of the same section. (Look up "178.11", or just "Alucard".)

(And I'm pretty sure someone's referenced Fortresshy somewhere in the same fic, but I'm not sure where.)
