well the italicized letters don't make anything coherent, so maybe they're part of a cipher. too lazy to do anything more

This looks at a guess like a baconian one. Sadly, IE, FF, and chrome don't want to lift the font and italics you may have put it under when listing it as that.
By two layer do you mean where you simply shift the alphabet, rewrite, then do it again, or do you mean a double columnar?
