I spent last night thinking about the rejection as well as what all of you said. So thank you thank you so much for helping me. Some comments irritated me but most made me smile and reminded me why it is that I write.
So I will not be resubmitting Mother to Twilight's library as it is certain to not be approved and well, I'm fine with that. I'm also not going to take a break. Nor am I going to rewrite the prologue. I think rewriting it would cause more problems then to solve them. So i'm going to continue on. Today I'll be working on Chapter three Questions and Answers.
Now I have one question how angry do you want Luna and Twilight to be with Celestia? They are going to be upset so do not say not at all. I appreciate any and all advice you give me.

I feel that Luna should be moderately upset with Celestia due to the fact that she didn't raise Twilight herself but opted to use a foster family instead while Twilight herself could be along the lines of furious and distraught that her entire life has been a lie. That's my two cents so due what you want with them.
2364868 I concour. Luna really had no choice since she was bound to the moon at the time. So she just couldn't raise Twilight. But she WILL be a part of Twilight's life now.

One of the few valid points that was brought up is that Celestia failed to mention this to Luna for quite some time now, I would think Luna would be kinda upset/hurt/angry about that. Glad you decided to continue, I love this story and will be awaiting the next chapter!
First luna would be understanding that she couldn't raise twilight while being controls by NMM (nightmare moon) and also why didn't she noticed earlier that twilight was her daughter. There is only one lavender colored unicorn mare with a pink strip in her mane and tail in equestria. Twilight on the other hand should be pissed. Her entire life has been a lie and also when you find our that you are a thousand years old you kind of freak out.
2364912 I agree, I would expect Twilight to do 2 things, 1: Freak out about her past/"my life is a lie" and go into Twilight Spazzle mode(Does she get that from Luna?) 2:Try to understand the situation(She'll probably be a little upset Celestia never told her) and figure this thing out. (Who am I? Why do I not remember any of that? Etc.) Also, I figured the explanation for her not remember was that her growth was slowed. Do you remember when you were an infant-2 yrs. old?

Personaly, i think luna would be rather pissed.
I'm not sure about Luna as barring some upset of Celestia failing to raise Twilight herself and for not telling Twilight who she really was. For those I think she will be miffed but not totally furious... however keep in mind Luna's history and habits. Her miffed is probably nearly the same as being positively volcanic for others. She might be a bit steamed at it taking this long for her sister to mention what happened to her daughter but she might pardon that if she had wrote that daughter off as long dead in her mixed up mind so long ago.
Twilight I suspect would have a much larger reason and claim on anger at Celestia for at least a seeming betrayal by having lied to her her whole life, what she could remember of it anyway. At the same time though I doubt her anger would be so much that she would cut Celestia out of her life. Turn into flaming Twi mode, perhaps, but settle down after nearly burning a hole through the floor and vaporizing some of the atmosphere around her.
Luna should be extremely pissed. Twilight should be very upset while also hurt and confused.
Luna and Twilight should both be extremely pissed off at Celestia.

I can't very well see Luna be all that pissed off at her sister, after all she did take care of Twilight and keep her safe, even if she could've told Luna earlier about their relation (it's what, a year or two after her return??)
But Twilight, I feel like would be pretty mad, considering she's just found out she kind of adopted and everything.
Twilight should be a bubbling mess of confusion and Luna should be annoyed but more preoccuped by the faact the Twilight is now adorable!
Anyone else want to read Twilight flipping the f $#@ out in a tiny body with a high pitched voice and vast reserves of magical power? Anyone?
I'm not sure that Luna should be quite that upset. She didn't just get regressed into a filly. Perhaps she would be upset because she had gotten to know twilight and befriend Twilight before this and Celestia had neglected to inform her of work twilight was.
Also if Twilight is Celestia's niece... was the test in the school for gifted unicorns(When she got her cutie mark) rigged? Twilight might freak about that...

Well much like EQD, Twilight's Library is not the ultimate authority on whether a story is good or not. In the long run, I like reading "Mother", other folks like reading "Mother", and as long as you still enjoy writing "Mother" then that is all that you really need to say that your story is good.

I would think that Luna would be quite annoyed that Celestia didn't tell her for so long, but to an alicorn 2-3 years probably isn't all that big of a deal.
Twilight, I would think, would be more confused and afraid than angry. She'll most likely try to understand the how/why and try to figure out/ask about which, if any, or her life was an outright lie. After she wraps her mind around this then she might get a little angry, but I would think that it would take days to get to this point.
I think Twilight's adult mind should slip away by the end of the explanation.
Lunas primary concern should be Twilight not Celestia.
Twilight might feel betrayed but mostly shocked about the revelation of her changed famaly bonds. As she idolizes Celestia, she could lash out at Luna.
There realy are many ways this situation could develope.
I think she should act around lesson zero insanity but not as crazy just a little less
