The borders from one tier to the next seem like they would be rather far apart or not take basic power into account.

A type one can barely levitate anything. Hence the term type one. They are magically stunted. A type two can manage a few hundred pounds with training. Type threes have extreme potentials. Type fours are currently unknown, and type fives can move things like moons and suns.
Spike, how do you handle all of the ponies mentality/ instincts when they are so different from your own dragon ones?
2220386 Ahh, so in a way it is a rather limited system as it doesn't have much flex to it. Such that you could have one pony that could juggle building with levitation but magically have no ability to do any other spells, and another that can cast a near library's worth of spells but with no real power behind them. Think a study might be needed into that sometime?
Side-note: This is partially from interest and partially from rule nitpicking as I've found one solid system for anything quite often has those outliers that confuse people such as a being of a low power rating consistently trouncing those of vastly higher ones due to some flaw in the system.

Celestia: Neither of us are formally educated. At least not in magic. We had to discover everything we know. Luna pretty much wrote the book on magical theory and then Star Swirl refined it to the art that it is now known. I contributed a knowledge of destructive magics.
Princess Luna: Luna, I'm going to wager a guess that you may remember some things from the past a bit better than Celestia. If so, then I have a question to ask you. If you found someone in Equestria selling their foals into marriage, against the foals wills and to a stallion who beat his mares, what kind of punishment would you deliver to them?

Luna: That used to be a legal practice. Celestia was the one who changed that while I was away. Arranged marriages were common. There were different social classes and different laws applied to each. You had indentured servants, born into debt. You have serfs and peasants. Land owners. Nobles. And then among the nobles you had certain ranks like armigers that the laws didn't apply to, at least not in the regular sense. They provided justice. Or they were supposed to. They were supposed to look after the weak and badly oppressed.
Celestia, what made you change the practice of arranged marriages?

Celestia: They still happen. But ponies can no longer be forced into them.
It had to be changed. We had houses snatching up every available mare they could get, even if there was no plans to breed them, just to deny the other houses.
