There are 78 Pegasuses in Ponyville.
How do I know? Math.
First some assumptions:
1)All Pegasus able to fly participated in the collection of Cloudsdale water,
2) All capable children were included. So no Pound Cake or Scootaloo.
3) Fluttershy was not included in the wingpower calculations made by Twilight and Rainbow Dash, since they assumed she wasn't going to participate at the time of said calcualtions.
So in Hurricane Fluttershy it is established that a minimum of 800 wingpower is needed to create the tornado for Cloudsdale and Rainbow Dash wants to be the wind speed record with one set at 1000 wingpower. She also said that she wanted everypony at around 10 wingpower and during the creation of the tornado, and she lost 8 ponies prior to said creation, so we have two equations:
x= # of Pegasuses
x*10=1000
&
(x-8)*10=800 (I know they only got to 795 without Fluttershy, but for simplicity sake)
Which give us x=100 and 72, which doesn't add up since 100 =/=72, so clearly the wingpower is fluctuating and we need a new variable:
y=average wingpower per pony
And our equations are thus:
x*y=1000
(x-8)*y=800
Which would give us 40 ponies with an average of 25 wingpower. So unless all the Pegasuses trained extremely hard, this seems unlikely and so we probably should cap the average wingpower, say at a max of 12. So:
y<=12
Solving for the equations again we get 75 Pegasuses at an average of 12 wingpower giving us roughly 900 wingpower, with 67 giving us around 800.
Now this is not the 1000 Rainbow Dash set out to achieve, but my thinking is that she only wanted to beat the record, which was set at 910. Also assuming that Rainbow Dash can produce around 20+ wingpower and that the sick ponies were some of her best flyers, then this goal of around 910 wingpower could have been reached. Add to that Fluttershy, who wasn't included in the calculations since she wasn't present when Dash and Twilight were predicting their speed and the record would have most likely been broken and thus that gives us a grand total of 78 Pegasuses in Ponyville, remembering to also including Scootaloo and Pound Cake.
And assuming that each race is equally represented in Ponyville, then Ponyville's population is around 234 ponies.
I used Excel solver to help figure this out and it is only a rough approximation, so feel free to disagree with these results.
