Argh. It's always somewhat intimidating posting in groups a question that may have been asked and answered elsewhere, so I'll just post it here to keep track of it.
In the Lunaverse, there are three Viceroys: Night Light (of Latigo), Puissance (Puissance Noctilucent Optiebeurs-Golo, Vicereine of Palomino and Califurlong), and Wallflower. However, in Family Matters, Sparkler mentions that one of her pieces is in the collection of Vicereine Twilight Velvet.
“Whitened gold, of course,” Sparkler amended. “I was originally planning on using platinum for this piece, but I was already reaching my budget as it was with the sapphires. Nopony but a dedicated metallurgeon with an extraordinarily keen eye would be able to tell the difference. It is one of only two of this kind that I’ve made; the first one, which did use platinum, is currently in the collection of the Vicereine Twilight Velvet.”
However, Night Light comments that
I am Viceroy Night Light of Latigo, and though I claim the title by marriage into the Starlight family, I have more than earned it after thirty years of service to the Crown. I have created and struck down laws. My every decision effects the lives of hundreds of thousands of ponies at a time. I have negotiated treaties and ended wars and toppled governments. I bend knee to no mortal pony and owe my fealty only to the Princess herself...
which, to me, implies that the title of Viceroy/Vicereine is Twilight Velvet's but that she abdicated decades ago to let her husband have the position but she still gets the title as either the bloodline heir to it or as the wife of the current Viceroy.
Wait, I may have just answered myself.
