Assuming you're on desktop, hover over your the tab with your username (the ones at the top), then hover over the "Stories" tab which should appear in the menu that expands, then click "New Story". The rest should be self-explanatory, but ask me if you need any more help.

If you're in mobile, it's a similar process, but with the sidebar.
