By "publish" do you mean "make it so that people can read it" or "make it so that more people read it?

The first one is as simple as hitting the "submit" button on the bottom of the page when you are happy with the story as it stands.

The second one is more... vague. The first mistake you don't want to make is "posting without followers." The number of Faves you get determines the popularity of a story, and Watchers are more apt to Fave one of your works. The best way to get more notice for your story is to have people who are interested in you and your thoughts before you begin posting. The key to that is the groups. Join a few groups and ask and answer questions. Go to other people's stories that you find in the groups and elsewhere and make positive comments and provide constructive criticism. The more people who feel that you provide something of value, the more people will want to read your works.
