Personally I think she overreacting. So he not perfect at handling everything and he chooses to send his enemies to the other side which considering how Celestia wanted to pound him he being very good about. He sent her to the one of few places he thought she be guaranteed safety and she getting upset because he killed to protect the ones he cares about from harm?!
11073875 That probably why their enemies keep coming back sooner or later to try and pound them again. Personally I look at your life vs theirs considering whether they would have the same mercy for you considering once you started walking a dark road then you are willing to whatever you think is necessary for getting what you want.
11073937 There is a time for everything including mercy. plus how many second chances do the villains get enough till they win? The changelings should have been kept a sharp eye after the wedding but placed on parole until they proved themselves somehow. Cozy issues weren't even bothered with and triek probably just had issues with his father and showing him that he was worthy on him. Sunset was probably the same way with Celestia but it often what is under your nose that you miss the most. Luna felt unappreciated and her sister idea of a holiday for her is one where she supposedly eats ponies?! Sombra wasn't even truly given a first chance much less a second considering how he was treated each year on the same day torture from morning till night for what being not really a pony.
okay, you two. She's not getting this upset over the fact that he killed them, it is a part of it, but she's upset about HOW he killed them. more specifically, using mind control on those three dragons. It's also the fact that Fuego himself has been nothing but kindish to her has made her believe that if Silphen didn't kill those original kidnappers and assault the town, then so much death could have been prevented.
11073948 first of all, it's implied that changelings were on a very strict watch for list, and really, how do you keep track of an entire race of shapeshifters without some very heavy handed control tactics? Cozy had an entire backstory *planned* but the fans said "fuck nah", and didn't want any more redemption, so they didn't bother, Tirek from a young age, as shown in the fiendship comic (which is cannon as it doesn't overlap with anything from the show) shows that he already had a might makes right attitude, but his father shunned him instead of trying to correct that behavior.
Nightmare night? Most probably evolved to it's current form by the ponies not by Celestia herself. Believe it or not, but the original Halloween was a pagan tradition of dressing up to ward off spirits. And only came to it's current form after Saint's day was made.
Sombra... that is a bag of bones right there, and not the good kind. First of all, he was, out and out, a tyrant. Used mass mind control, and enslaved an entire citystate. In no definition was he fit for redemption in the show's runtime.

Which is how you end up like them. Heartless and merciless.

Fear the wrath of a good man, but the once thinking themself just... Are the worst and we'll deserve what is coming for them...
