Meanwhile potions for the minotaurs are illegal since it causes predatory instincts towards humans for unknown reasons. And potions for Umbrum, Black Hive changelings, and Sirens are illegal due to the parasitic nature of such creatures. And the Yeti potion was made illegal after it was found they were offering high positions within their clans and conglomerates to mercenaries, drug lords, human traffickers, and war criminals, and others who could teach their warriors how to use modern weapons. Meanwhile their partners in the Storm Empire, the moles and fishmen, were operating a bootleg potion black market, for people who were desperate or impatient... not being told the portions were actually "unicorn/pegasus/earth-pony mare" (depending on the market demand) with a powerful sedative put in as well, so they could continue their slave market on Equus beyond Equestria along with their market for unicorn horns and pegasus feathers.
