It's telling that how evil he is when Mojo Jojo, the girls' freaking archenenmy refers to him as "sir."

Not to mention his power. The episode Speed Demon gives us a glimpse into what life in Townsville would be like if he had won.

Which also leads to the implication that he was going easy on the girls.
