It has been deleted, the author of it left and took all of his fics with him. But his stories have been archived and you can still read "Razor's Edge" here:

Thanks for letting me know about this. Also, does this site allow other author's to write another author's story? Because this is one of those stories that shouldn't be left unfinished.

Yes, it does. It is common practice here, that an author who wants to leave the sites gives a fic of them away so someone else can write it, by letting the fic getting moved to the other author's account by a moderator.
I adopted a fic like that myself a while ago:

It depends on it if the story still exists here on FIMFiction.net. If the author has deleted it, it is possible to recover the story (only full account deletion makes a story vanish from the servers permanently) by a mod. In which case, Demonic Dragon has to tell a mod that he wants the story to be recovered. And once it has been recovered, Demonic Dragon can tell a mod to move it to your account.
If the story is still on his account and not deleted, but just unpublished, he can bring it back himself and then, once again, tell a mod to move the story to your account.
If you want to adopt the story, you should send him a message and ask about its whereabouts and tell him you would like to have it on your account so you can continue it yourself.
