I don't know how many times I have had to explain this, but just to set the record straight, Civil Protection is primarily made up of brainwashed humans, not transhumans like the soldiers. Some higher ranking CP units may get augmentation, but not to the point of Soldiers. Also, the brainwash intensity depends on the rank of the CP. Barney for example is at the lowest rank for CP, so he isn't brainwashed.
