I need help making some villains for the heros to fight and want to base them on the shadowbolts. Any ideas

Do you mean S1E1 Shadowbolts or EQG Shadowbolts?
If it's the second, what kind of dynamic are you going for? Do you want same powers different sides, like Sinestro/Green Lantern or Professor Zoom/Flash? Or enemies with counteracting powers and abilities, like Scorpion/Spider-Man? This thread had some good power counter ideas. You could do normal vs super like Lex Luthor/Superman. Or no relationship; current Power Pony lineup is missing an archer archetype, a telekenetic type, or a 'playing with fire' type.
Or, the Shadowbolts' main problem is they cant work together, so individually they could be more powerful but the Power Ponies can work together and compensate for weaknesses. You've got a lot of options.
