1851747 Cloud cities are carried on air currents and are not frontier. They occure near land or some vital trade route, and require a stable air current.
1851845 they do, but much less than in the main cannon. They can influence it and create clouds and rainbows and such, but they can't completely override the natural environment like they can closer to Canterlot (the magical center of the world)
This is the map of mainland Scandineighvia, it needs about 3 more cities, another cloud land, provincial borders, and military bases.
It also needs to be a bit less like the actual Scandinavia.
So, this is me asking, do any of you have suggestions?
