There is one thing I think a lot of people want answered:
What are the reasons that the "Harmony Council" (Or whatever they're called) came into existence, as well as how and why the current members are there.

I recall we have some vague explanation about it, but nothing solid. It is a position of much political power but we have little to no explanation of its function.

See, they're usually six seats in the council (could be more, could be less it depends on the generation)
The first council members were the ones that raised Celestia and Luna: Namely, Puddinghead, Cookie, Hurricane, Pansy, Clover and Platinum. They acted as Personal advisers for the two princesses: each with their own expertise: Hurricane military, Cookie administration, Clover magic, Puddinghead culture, Pansy ethics (like judge and such...), Platinum etiquette (and how to be sexy, because that's really important when you're a princess)
Well, the princesses being immortal, eventually over-lived them and kept having a council of people relatively close to the minds of the original six, because they needed people worthy of trust to question their decisions and making sure they do not become tyrants!

Over the centuries, the council kinda changed along with the organization of the country: The title of Commander of armies is no longer in use, and Military became an organization apart from the council, and same for administration, and Judicial power... and slowly became a more cultural authority than a reigning one.

Celestia and Luna looks out for any new mind that can make a difference in the world, make them see what could be done differently, or bring something new for the generations to come.

The council acts as the voices of the young generation that The two princesses listen to about every aspect of daily life: ethic and sport for RD, Arts for Rarity, Magic for Twilight, Invention and social life for Pinkie, Music for Octavia, link with nature for Fluttershy (Horse gods and animals).

Well, that's how I see it, but I kinda didn't get the opportunity to place it in the story. (except rather vaguely)

Still doesn't explain a lot about their political power. Rarity's rant about being [insert title, heritage etc] points towards her being so influential that no sane noble would stand against her.

I understand that being in a position where you are required to question the decisions of the supreme rulers of the country is one of power, but how does that power translate elsewhere? It doesn't seem to be so important outside of just being another... "voice of reason" so to speak.

Is it just that them being the ones questioning and thinking over the Princesses' decisions makes almost everyone else listen to them because of that position? Or do they have actual "power?"

Well, in Rarity's case, she was a high noble before entering in the council (they kinda all were, except Pinkie who grew up on her rock farm.) Plus the council puts them on close ties with the Princesses, so many nobles or magistrates would not dare question their authority, like you said.

View it as, despite its purpose having changed, its status in Equestria legal balance of power didn't.
How to say it simply...The council members were representative of the Princesses authority

Back in the first days of Equestria, on the hierarchy was: (and still is by the law)
1) Celestia and Luna
2) The Council and Princess of the Protectorate that was the Crystal Empire (before its destruction during Sombra's rampage[that would be covered in the story at some point])
3) Lesser Princes and Princesses (type blueblood)
4) Local high nobles (Dash, Rarity, Octavia's fathers)
5) Lesser nobles (Twilight and Fluttershy's families)
...
..Somewhere above 10) Towns officials (Mayor Mane of Ponyville)
...
... 287) Commoners (AJ, Vinyl, Pinkie etc etc)

Now, most people don't mess with the council members because of the influence they all have, (them being noble or not) Being a member means that You're amongst the few that Celestia and Luna think whose opinions is worth listening to. But, any scholars who knows the laws (Like Caesar Laurel in Summer at the farm) knows what are the official position of the council in Equestria Hierarchy, and thus simply backs away, tail between his legs, when he realizes who's really in front of him!

That one kinda explains the entire thing Until that, it felt like they were just someone whom the princesses listened to, but being a sort of extension/representative of their authority makes it obvious just where their power lies and gives a rough estimate of how much they have.

I just noticed... There was one part of my initial question you didn't fully answer; How did the current members come to join the council? You mention what they have "part in," but not how they came to become members.

Well, Twilight became Celestia's student after causing a catastrophe in her admission exam (much like in the show)
Octavia composed a wonderful symphony that attracted the attention of the princesses
Rarity's talents for arts and her dress making skill, and her extraordinary skill at diplomacy, piqued Celestia's interest
Dash made a sonic rainboom, breaking all records of flight speed known to date (outside of Luna's records)
Fluttershy was invited slightly thanks to Dash who mentioned her to the Princesses and because of her peculiar ability to communicate with animals, and her most powerful weapon: he STARE!!!!
And Pinkie build her first party cannon somewhere on her parents' rock farm, and when she tested it, she accidentally shot down Princess Luna, who happened to fly above the farm with her escort to head to Stalliongrad. (Needless to say, Pinkie's parents fainted when Princess Luna, covered in coal, streamers and confetti showed to their doors, with their fourteen years old daughters handcuffed by the Lunar Guard)

I know Rarity is a Baroness, but I can't remember if all members of the family or inheriting family is granted the same title or a lesser version of it like Octavia and her parents.

Diamond dogs are a beast man race of the everfree (as far as I imagined it)

Griffins are jupitarians so far, but have a more stern, and violent credo as other Jupitarians... (another religion and another nation..)

as for changelings, it's a former Equestrian principality's military branch that throw over their prince (cadence's dad) and took the power over the region. Until Celestia sent Luna and Equestria's royal guard to solve the problem. Which led to Apple Scratch toward the world!
