You see I really want to make an animation, and what I want to make is in fact a PMV, I thought this would be the place, I just need some help I don't exactly have the required money for those high end animation tools, so, does anyone know a free but still reliable animation tool for a DELL desktop?

You could always do it the old fashion way and use a paint program and do frame by frame movements. then put them together in a video editing program. It's a long process and very time consuming but it'd get the job done. (I don't know of anything free but I've seen a few that go for $100 instead of the 3 to 400 dollar ones.)
