Uh... are you sure about that episode's decription? I mean I know Discord did revive Sombra but he was destroyed by magic and Vorak was killed by Tirek by his bare hands. I mean you might make some contradictions to the episode 22

In fairness, it's probably actually easier to revive someone if their body is still intact like Vorak's instead of being vaporized like Sombra. Assuming they were able to retrieve Vorak's body that is. I still don't understand how anyone other than Grogar and Discord could do it though, given the show never hinted at resurrection powers for anyone before season 9. Especially since it has been weeks since he was killed and it should be starting to decompose and turn green.

Exactly my point! Besides, Starswirl wasn't even at that battle, so the better question is, who retrieved Vorak's body and wouldn't his soul left already?
