I don’t know if this has come up by someone else before but if he is a technomancer he could design a shoulder mounted railgun for his soldiers. Gives them a long range anti-vehicle/bunker option
Don't just focus on technology have them advance in science and medicine as well.

That was actually my plan I was going to have them advance faster in science and medicine than in weaponry because they are a kingdom that is just getting back on its feet not a superpower with a prebuilt infrastructure.
