"We've gotten a lot of complaints about this place in the past, usually excessive noise and foul odors. The owner is a known veterinarian, usually been pretty good about keeping on-top of things, but lately the complaints have escalated so we're gonna pop in and find out what's going on."
"Good morning, ma'am."
"Oh, hello, officer. How can I help you?"
"Just checking in, making sure your animals are doing well, because we've had some complaints."
"Well, recently we've expanded the backyard to make more room for them."
"I see, what scale expansion we talking about?"
"About sixty feet."
"May I see it?"
"Okay, at this point ma'am I'm afraid you're in violation of Ponyville zoning ordinance. Your house was authorized for small in-home businesses in a private residential building, but this would fall under the umbrella of animal agricultural enclosures."
"Oh no. What do I do now?"
"Well, you'll need to apply to the city to have your land rezoned as agricultural instead of residential. They'll take it from there, but if they deny you, you'd have to relocate your sanctuary to properly zoned land, or you could scale back the size of the enclosure."
"Okay. What do I do until then?"
"You've been good in the past so I'm not gonna confiscate the animals or shut this place down, though legally I am supposed to. What I am gonna do though is write up a public disturbance fine due to the noise and the smells."
"Do you really have to?"
"This is very much the least I can do for you, ma'am, you just can't have all these animals around here."
"Are you sure you can't help me out a bit?"
"The suspect didn't know she had to apply to rezoning to operate an animal sanctuary here, she has a clean record so we told her the channels she needs to go through to get that looking nice and legal. For now we wrote her up a fine for public disturbance, but on account of her cuteness, I've made the judgement call to waive that fine. Also we're having tea tomorrow."
