You're using slightly different contexts to define them in this meme

Tropic thunder dude is saying it from the view of the character in the movie:
An actor playing the role of a dude in disguise

Flash guy is saying it as if he were the actual actor outside of the series.
The "Please.. I'm a dude playing a dude" needs to be removed for it to be on the same scale as tropic thunder dude

if RDJ were the one saying it and not his character it would go like this:
I'm a dude playing a dude who is also playing a dude who's disguised as another dude

If you think that's complicated, try this: Since Flash began airing, Tom Cavanagh has played Eobard Thawne, at least ten different versions of Harrison Wells, Iris West, Grodd (presumably through mind control), and, as of Crisis on Earth-X, the Reverse Flash is back!
