This is pretty much an accurate depiction of babies. They suck the life out of everything and everyone around them, because they require 100% of your attention at all times.

Using Grogar as a storybook villain like this probably means that the writers currently have no intention of featuring him in person. But Nightmare Moon was also considered "an old mare's tale" in-universe, and Daring Do disguised her own adventures as fiction—so there is a ready-made excuse to de-fictionalize Grogar, if the writers do decide to use him somewhere down the line.

There's been this thing where IDW has been promoting the fact that the comics are closer tied to the show than ever before and that the comic writers are actually working with the show writers to set up and foreshadow things. In the current arc

A pony named Shadow Lock is the antagonist going around erasing specific books with a spell that also makes everyone that has read that book forget it's contents. He explained that he's doing this to prevent an ancient evil from returning. But how that is supposed to work isn't explained. In this episode its mentioned that Grogar's power is based on fear. If the villain Shadow Lock is trying to stop is Grogar his actions finally make sense. Its hard to fear something you've never heard of after all.
