High expenses are reportedly why the show swapped networks as Supergirl was not bringing in ratings as high as CBS hoped and Warner Bros. was looking for ways to lower costs on the expensive series.
As a result, Supergirl will move production from Los Angeles to Vancouver, a more affordable place to shoot and the same city where the other Greg Berlanti-produced DC Comics shows are produced. CBS ultimately still opted to let the series move to CW and while Supergirl wasn't a huge performer by CBS standards, its worth noting its viewership has actually been higher than any show on the CW.
On the bright side, this means they can retcon World's Finest and fold Supergirl into the Arrowverse.
That would be awesome. Imagine Kara showing up during Legends of Tomorrow. I'm not too knowledgeable on comics, but I'm sure in some of the shows, hasn't Supergirl fought Vandal Savage at least once?

Everyone's taken on Savage at least once. He's one of those types of villains that tends to piss off everyone, like Doctor Doom.
It is rather sudden for Supergirl's show to jump shift, but with it on CW it does open for possibilities of other crossovers with Arrow and Legends. Although given the fact Flash had to crossover to her world, it may have to involve more dimension travel from either side.
