He isn't a sith lord, he is an inquisitor.
Now what's an inquisitor? Well in star wars: rebels, (the CGI Disney cartoon about the rise of the rebellion) there is a group of force using, red lightsabre equipped "agents" of the empire used to hunt down Jedi.
