According to this, one tablespoon is about 1/16th of a cup, so the final answer is 0.0625 cups of sugar.

Which pony I'd visit first would depend largely on where in Equestria I first found myself, but if it were Ponyville, Twilight would be the obvious choice given she is an ambassador for friendship.
