What do you think is the scariest video game character?

Now I know that Plutia doesn't look all that bad, but for those of you who play the Hyperdimension Neptunia games and/or watch the anime..you know that she can get scary when she turns from that...to this:
I'm sorry but I can handle demons, I can handle creepy little girls, and I can handle all sorts of monsters. What I cannot handle is cute little girls that you would want to have as a sister or that just make you die from the adorableness (in a non-pedo way) turn into FUCKING DOMINATRIX GODDESSES. LITERALLY. She goes from sweet and innocent, to crazy and psycho as Iris Heart. I wasn't kidding on the dominatrix thing. Her weapons are literally a whip sword, a whip, and a riding crop.
In a nice little fun game....I DID NOT EXPECT IT TO GET THIS WEIRD!!!!! FAN SERVICE FOR THE MENTALLY INSANE!!!

The little sister from Bio-Shock, you either feel creeped out by her or sympathy, and Makadov... Or Maikadov? I dunno how to spell his name, but the antagonist of Modern Warfare 1, 2 and 3, he always has something hidden up his sleeve and that is either gonna be a gun or a new tool to flip the tide, he's utterly unpredictable and doesn't care about innocent lives, he's a god damn good villain that would make me quake in my boots.
But do you really know what makes him terrifying? The fact that they're people like him in the world.
