this tv movie, released just a few days ago, takes place during the 2 year time skip between the Death of Portages D. Ace and the Straw Hat reunion at Saboady.
Luffy, still struggling with Ace's death, trains with Silver Rayleigh to learn Haki, which is basically the One Piece version of hte force, give or take a few abilities. However, his training is cut short when Byrnndi World, a highly destructive and unstable pirate who ate the More-More fruit, which allows him to increase the size of his weapons or their speed 100 times- I.E. a normal cannonball increased by his More-More power grows large enough to destroy an entire island, escapes from Impel Down and decides to destroy the World Government after being imprisoned for 40 years. He kidnaps the sisters of the Pirate Empress Boa Hancock in a effort to capture her. Luffy and Boa chase after him, culminating in a epic showdown in his island shaped ship, during which Buggy and Mihawk decide to partake.
