The Kingdom of the Ice ponies starts way before Celestia's rein, during Celestia's father's days as a Prince. From the very beginning their borders extend from the eastern part of the modern day Elk kingdom to the western parts of the Griffon Kingdoms, they started as and was always a diverse kingdom for all Ice ponies of every type (Pegasi, Unicorns, Earths, and Alicorns alike). In their old days they had a very unique form of government; it was a type of Monarchy with Direct Democracy mixed into each other. Their capital city known as Ice Highland was located in the Equestria and Griffon mountains.
The Ice ponies had a very close relationship between them and Crystal Empire since they were right next door to them and also due to the fact that the twelfth Prince of the Ice ponies was the brother to the first Prince of the Crystal Empire. But as years went by, came the fateful day when a tyrant named Sombra became the new King of the Crystal Empire and enslaved the Crystal ponies, the Ice pony Prince at the time was enraged at this act and was determined to end King Sombra's life and free the Crystal ponies from their enslavement, but when the Prince and his army made it to the border that separates their kingdom from the Crystal Empire, they saw Princesses Celestia and Luna seal King Sombra down into the depth of the arctic north and the Crystal Empire had disappeared for Sombra had sent the Crystal Empire to another dimension, the Ice pony Prince was enraged even farther. This rage was what light the spark what would be the bad blood between the Ice ponies and Equestria. What he did after his failure to end King Sombra, he wrote a letter to Princess Celestia asking for her to meet her at his palace to have a talk with him. This what their conversation went down:
"How dare you Princess Celestia, seal that tyrant known as King Sombra when I was about to end his life personally...!" the Ice pony Prince said furiously.
"I'm truly sorry, but we Equestrians see that ending a tyrant's life would be what a brute do..." Celestia tried to apologize to the Prince.
"Yeah, my flank, and you had no right to interfere with our acts! We demand that you hoof-over the lands that the Crystal Empire once stood and we might just let you leave peacefully."
"You dare to try to threaten me? I will not have somepony like you threaten me, but I will let you keep the lands we took when the Crystal Empire disappeared."
"Very well, but this will not settle the bad blood between our two kingdoms."
But this bad blood soon turned into war a few years later when the new Prince of the Ice ponies declared war on Equestria. But the war soon ended in a stalemate and that stale mate came at a cost for the Ice ponies with their pride destroyed, their kingdom started to falter due to the expanding Elks and Griffons and their war against these two nations had almost destroyed the entire population of the Ice ponies. But the royal family and two other Ice pony families that were friends with them manage to escape and started a new life in their old rival Equestria in complete secrecy. Now only three Ice ponies are left in existence one of them was suppose to be the great, great, great, great, great, great granddaughter of the former Ice pony Prince name Shinning Ice and she was beautiful mare in her greatest pride.
But she never learned about her Ice pony heritage for Equestria doesn't keep records of the Ice ponies anymore since the bad blood between them and the Ice ponies had started. The only records that are about the Ice ponies are in the libraries of the Crystal Empire that was still in the other dimension.
