This is hard to say. But I am putting Everything on Hiatus for now. Due in fact, to our Government deciding that cause I have one torrent on my comp, to Block the entire thing. And they were douchy enought to do it while I was asleep and couldn't stop them.
Witch government? you can usually bypass that by ether changing your mac address, or IP address (depending on your internet provider). Also how much got blocked an in what way? You can sometimes use proxies or tunneling to bypass it, unless your wire has been snipped off.

might work, unless both ip and mac addresses are blocked.(depends on your provider) You can check it by putting other computer to same internet cable (or putting in different ethernet adapter (the card you plug your wire in) or switching it with/without router. As for changing IP address, you have to experiment yourself(basically changing it to you neighbors address). You may also tray to log in in the company's router using default passwords (tray admin and admin or company's name and 1234 or combinations of them) and give yourself new IP.
Warning: You might mess some stuff up if you dont know what are you doing, and it might not be entirely legal.

Under Windows XP, the MAC address can be changed in the Ethernet adapter's Properties menu, in the Advanced tab, as "MAC Address", "Locally Administered Address", "Ethernet Address" or "Network Address". The exact name depends on the Ethernet driver used; not all drivers support changing the MAC address in this way.
However, a better solution - requiring Administrative User Rights - is to pass over the System Registry Keys under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E972-E325-11CE-BFC1-08002BE10318}. Here settings for each network interface can be found. The contents of the string value called 'NetworkAddress' will be used to set the MAC address of the adapter when next it is enabled. Resetting the adapter can be accomplished in script with the freely available command line utility devcon from Microsoft, or from the adapters context menu in the Network Connections control panel applet.
There is a nice tool to change the MAC address for all cards (even those that can't be changed through the adapter's Properties menu): SMAC MAC Address Changer
Note: to check your MAC address easily on a Windows XP box, go to Run, type CMD, then type "ipconfig /all" without quotation in the command prompt. The number under physical address is the MAC address. If multiple IP are displayed, you should look under the label "Ethernet adapter x", where x is the name of your connection (which is Local Area Connection by default).

ya i had the same one the other day it said Interpol was after me... but they used the wrong Ip on the main page and had no court order so i new it was fake.... still was evil though lost all of my steam save files
1331120 turns out it was a scare virus trying to goat me into giving them money. I realized this after I got the message a second time. Accusing me of having Bestiality and Child porno on my computer.

Turns out after 8 or 9 times of pressing Control Alt Delete and pressing log off but canceling the log off before it happens, you reclaim your computer.
1338115 then you must have had a weaker version cause it would not even let me bring up Control Alt Delete and it changed system 32 by removing the firewall.
