Democracy first surfaced in Equestria after the civil war between the growing democratic Equestrian Empire (ruled by my OC Shadow Flames the stallion warrior of many souls), the Lunar Republic (ruled by Princess Luna), and the Solar Empire (ruled by Princess Celestia), but Ice Lance wanted to teach the princesses and all of Equestria about democracy and how they should live under democratic nation. He never wanted this civil war to happen; he never wanted any of that to happen, but he was forced to take matters into his own hooves. He and his forces then declared war on both the Solar Empire and the Lunar Republic. It took Ice Lance a at least six years of civil war to get Celestia and Luna to admit defeat.
He let them keep their thrones on one condition, that they end their differences once and for all, and have Equestria united again with Shadow Flames as a third ruler. They soon formed a democratic council with the Crystal Empire and other Equestrian like nations. This is how democracy in Equestria came to be in my point of view.
I'd hate to beat the dead horse (Ha! Horse puns) but it is impossible for a government to be both democratic and imperial. First year political science teaches you that. I'm not going to go into the bollocks-y nonsense into why you need to stop with the Icelance thing. Suffice it to say, if he were and advocate of democracy and was anti war, he wouldn't have been fighting in the first place.
Chris, if you keep ignorantly bringing this up, I'll have to keep pointing that out. Ice Lance is either an imperial warlord or a democratic president/prime minister.He cannot be both!
1316730 I think I should stop with the Ice Lance OC, but I think that there can be a way to have democratic imperial council, I learned from the history of the Persian empire that the first king of Persia formed provinces called satraps, instead of forcing a single religion or government the king of Persia allows the populists to keep their own governments and practice their own religions. So I'm letting the Equestrian like kingdoms keep their own religion and government.

Oh, you're going for the Persian model? That makes sense now. Still, it wasn't true Democracy. The conquered territories did share a council, but Persia ultimately overruled them if it fel tike it. I think the words you're looking for are Imperial Republic, similar to Rome and Persia.
